One way to resubscribe a contact is if you, as the list owner, unsubscribe a person for various reasons, such as low engagement. You can manually resubscribe them. However, if the contact unsubscribes through a campaign email, you'll see an error message because this person opted out; you can't just resubscribe them.
In that case, the second way of resubscribing a contact is by sending the signup form URL, or you can fill it the form on their behalf.
