To begin I added a video to my timeline and I want to overlay an image on top of it.
Drag your image in track above your video.
Then make sure the play head is over your image to see it and double click on it in program panel.
Now drag one of its handles to resize it and position it anywhere you want.
Also, increase or decrease the length of image by dragging one of its sides.
You also can scale or position image in effect controls panel.
To do that select your image, and go to effect controls panel, and change position and scale values to your liking.
Also, you can change the opacity of image.
