How to Fix "Chrome keeps freezing and 'not responding'" Error:

If you have faced this problem, follow these steps to troubleshoot them.
A. Some Common Fixes within chrome First:

If you are able to access Chrome, then try these
1. Clear the cache, browsing history and cookies,
2. Check the proxy settings,
3. Disable the Extensions,
4. Update Google Chrome @ https://www.google.com/chrome/browser...
5. Reset Chrome,
6. Uninstall and reinstall the browser
7. Turning off "Continue running background apps when Google Chrome is closed"
8. Turning off "Use hardware acceleration when available".

If you are not able to access Chrome, then try these :
1. Clear cache using CC cleaner / using Windows
2. Hard Reset Chrome.
3. Uninstall and reinstall the browser
