To begin I added a video to my timeline.
Start by moving the play head to where you want the effect to start happening.
Use razor tool to add a cut there, then with keyboard right arrow key go forward 2 frames, and another cut there.
Now with selection tool, move the reset of the clip out of the way.
Then hold down the alt key and drag the cut to create a duplicate.
For how long you want the effect to last, create copies, I create around 30 copies.
At last, move the end of the clip to the end of the last cut.
And now the stutter effect is complete.
