Just a quick recording of how I normally approach a model like this for retopology. This character has close to 200 elements. Fortunately, ReForm will take the number of polys you have set and distribute them in a smart way for all the elements or objects.
In this example, not all parts solve perfectly. It's usually a smoothing group being too small or not enough resolution. I normally just add a smooth modifier so it's quick to change the smoothing group angle threshold.
