Here are a couple of simple ways to flip an image or layer in Photoshop.

First, make sure the layer is selected. Then go to image and choose image rotation. You can flip horizontally or flip vertically from this menu.

However, if you have multiple layers, it’s best to use the free transform tool to flip an image or layer.
