If you have a picture out of focus, there is a chance you can fix it using Photoshop. This only works for images with slight focus shifts. If the focus is significant, there isn't much that can be done.
Open the image using photoshop and convert the image into a smart object.
Then apply a sharpening filter to it.
You can start by using the sharpen/smart sharpen effect.
Then duplicate that layer.
With the new layer, go to filter and choose other and high pass.
Lower the radius until you barely see the lines.
With the top layer, blend with overlay. You can use the opacity slider to blend the two layers.
