SQL Server not connecting -A network-related or instance-specific error

I got the following SQL Server Error
"a network-related or instance-specific error occurred while establishing a connection to sql server. the server was not found or was not accessible. verify that the instance name is correct and that sql server is configured to allow remote connections. (provider: named pipes provider, error: 40 - could not open a connection to sql server)"
Previous I got this error while running the visual studio project.
Check make sure SQL Server service status is Running or Not.
Windows Start search and type services
click on the services and run as administrator
Search for SQL server
Right click on it and start the service.
