You can follow the below steps to create a Firebase account:

Choose whether you want to enable Google Analytics for your project or not.
Read and accept the terms and conditions, and click on the "Create project" button.
Once your project is created, you will be redirected to the Firebase console where you can access all the Firebase services for your project.
That's it! You have now created a Firebase account and a project that you can use to start building your app.
