You can easily remove text that's part of an image without any layers.
You can select the text with the lasso tool. And then right-click and choose content-aware fill. Choose auto in the settings and it should do a pretty good job removing the text.
Once you are happy with the results, deselect your selection. Then use the healing brush tool if you need to make any adjustments to smooth out the image.
And it's that simple to remove text from an image in Photoshop.
